City Council Business Meeting on Tuesday, September 3 at 6 PM and Thursday, September 5 at 5:15 PM

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The agenda for the City Council Business Meeting on Tuesday, September 3, at 6 p.m. will be as follows:

Proclamations and Presentations 
The following proclamations and presentations will be presented:

  1. The Palm Coast City Council will proclaim September 2024 as Prostate Cancer Awareness Month. 
  2. The Cedar Bridge Foundation will present an award to Community Center Supervisor Carrie Todd for her dedication to supporting individuals with disabilities. 
  3. The Parks and Recreation Department will present a series of events and activities to commemorate the City of Palm Coast’s 25th Anniversary.

Ordinances First Read
The following ordinances will be read:

  1. The Community Development Department will present an ordinance to amend Chapter 17 of the City of Palm Coast’s ordinances, adding Article V, which addresses short-term vacation rentals. These regulations are being proposed to the City Council to supplement, but not to replace, any existing federal or state law or regulation or other controls within established residential neighborhoods served by a homeowner’s association.
  2. The Community Development Department will present an ordinance to approve the 2050 Comprehensive Plan, including the text and the map series for the City of Palm Coast. If approved for transmittal, the next steps for the completion of the 2050 Comprehensive Plan include sending the Comprehensive Plan to Department of Commerce and other State agencies for review and comment. The item will return to City Counil at the October 15, 2024 meeting for the City Council Comprehensive Plan Adoption Public Hearing. 
  3. The City Administration will present a resolution certifying the 2024 Primary Election results. On August 20, 2024, District 1 and 3 seats, and the office of Mayor, were on the primary election ballot. In accordance with the City’s Charter Article VII, the City Clerk shall immediately report the results back to the City Council to certify and file the results. 
  4. The Financial Services Department will present a resolution approving the Old Kings Road special assessment roll to be transmitted to the Flagler County Tax Collector. This Resolution provides for the annual assessment roll to be certified to the County Tax Collector so that the annual installments of the assessment can be included on the 2024 Property Tax Bills to be issued in October/November 2024.
  5. The Community Development Department will present a resolution approving the final nuisance abatement assessment. Pursuant to State Statutes, the notice of the public hearing was published in the newspaper of general circulation for Flagler County with the list of the affected property owners at least 20 days prior to the September 3, 2024, meeting.
  6. The Public Works Department will present a resolution approving the 2024 F.I.N.D. grant for the waterway cleanup. The City of Palm Coast has conducted successful Waterway Cleanup events annually since September 13, 2008, due to the generous contributions of the Florida Inland Navigation District (FIND). 
  7. The Stormwater and Engineering Department will present a resolution approving a contract with S.E. Cline Construction, Inc., to construct the Old Kings Road force main improvements project. A trunkline force main has been designed for a corridor of approximately 1.7 miles along Old Kings Road to Wastewater Treatment Facility No.1 located at the east end of Utility Drive. This proposed 24-inch force main will manifold wastewater flows from three (3) existing master pump stations and will improve the pumping transmission of those stations to better accommodate current and future wastewater demands to the stations. The project will complete a gap section along Old King Road which currently has undersized force main capacity

Consent
The following resolutions will be presented together for approval:

  1. Resolution approving a master services agreement with Palmetto Electric, Inc., for citywide electrical installation and repair services.
  2. Resolution approving a master service agreement with T.R.P. Construction Group, L.L.C., to provide necessary roadway stripping maintenance services. 
  3. Resolution approving a contract with Blackwater Construction Services and a City Hall Data Center project contingency.
  4. Resolution approving piggybacking the Seminole County contract with Ferguson U.S. Holdings to purchase concrete, corrugates, and drainage pipes as needed. 

The agenda for the City Council Special Business Meeting Public Hearing on Thursday, September 5, at 5:15 p.m. will be as follows:

Presentations 
The following presentation will be presented:

  1. The Financial Services Department will present the proposed Fiscal Year 2025 Budget and the revised Fiscal Year 2023-2024 Budget. The City Council has taken part in numerous budget workshops over the past several months to look at all funds and set the new Strategic Action Plan for fiscal year 2025. This is the first of two meetings to set the millage rate and budget for FY25. The second public hearing is tentatively scheduled for September 18, 2024 at 5:15 p.m. at City Hall. 

Resolutions
The following resolutions will be presented:

  1. The Financial Services Department will present a resolution adopting the SR 100 Corridor CRA Tentative Budget for Fiscal Year 2024-2025 and amending the State Road 100 Corridor CRA Budget for Fiscal Year 2023-2024. The Resolution proposes the adoption of the tentative budget for Fiscal Year 2024- 2025 for the SR 100 Corridor Community Redevelopment Agency (SR 100 Corridor CRA) at a total amount of $3,581,603.
  2. The Financial Services Department will present a resolution approving the tentative millage rate for the Fiscal Year 2024-2025. State law requires local government taxing authorities to hold a public hearing on the tentative millage rate and budget. This hearing was publicized via the TRIM Notice mailed out by the Property Appraiser.
  3. The Financial Services Department will present a resolution establishing the tentative budget for Fiscal Year 2024-2025 and amend the Fiscal Year 2023-2024 Budget. The resolution proposes the adoption of the tentative budget at a total amount of $421,551,721, as outlined through the special budget workshops held between March and August. 

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
 

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
