City Council Workshop Meeting on Tuesday, September 10 at 9 AM

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The agenda for the City Council Workshop Meeting on Tuesday, September 10 at 9 a.m. will be as follows:

Presentations
The following minutes of the City Council will be presented for approval:

  1. William Blend, a Shareholder with MSL CPAs and Advisors, will present to the City Council on the topic of Forensic Audits and Other Government Engagements. City Council requested that staff seek proposals for an educational presentation on forensic audits.
  2. The Economic Development Division will give a presentation on a Targeted Industry Feasibility Study. To support City Council’s Strategic Action Plan priorities, City Council approved a contract with ABLE Operations, LLC, to complete a targeted industry feasibility study on November 7, 2023. ABLE Operations was asked to conduct a high-level assessment and ranking of all regional clusters and then provide a deep-dive feasibility assessment on the following industry clusters: Healthcare Training & Services, Healthcare/Medical Research & Development,  I.T., High Tech & Clean Tech, Logistics & Warehousing, Advanced & Innovative Manufacturing, Aerospace & Aviation, Corporate Headquarters, and Hospitality.
  3. The Human Resources Department and Strategic Government Resources (SGR) will discuss the search for a new City Manager. At the June 18, 2024, Business Meeting, Council approved the contract with SGR. The direction from Council was for SGR to start developing the recruitment profile, recruitment process, and brochure in late August or early September. SGR will provide an overview to assist City Council in developing the City Manager recruitment profile and discuss the next steps.
  4. The Information Technology Department will discuss a resolution approving an option and ground lease agreement with Diamond Towers V, LLC for the construction of a telecommunications tower at 100 Park Square. The tower will be a monopole style tower with a full antennae array. This facility will have the capacity to accommodate at least four carriers. This site is not identified in the Wireless Master Plan and will have to go before the Planning and Land Development Regulation Board for a special exception.
  5. The Fire Department will deliver a presentation on pile burning within the City of Palm Coast. This presentation was prompted by citizen concerns on the issue of land development clearing pile burning and will include options for what actions City Council may take to restrict or prohibit pile burning within the City.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
