Proclamations and Presentations 

The following proclamations and presentations will be presented:

  1. The Palm Coast City Council will proclaim October 2024 as Raise the Pink Flag with the Pink Army Month to support breast cancer awareness. 
  2. The Palm Coast City Council will proclaim September 2024 as National Recovery Month.
  3. The Palm Coast City Council will proclaim September 2024 as Suicide Prevention Month.
  4. The Palm Coast City Council will proclaim September 15, 2024, through October 15, 2024, as Hispanic Heritage Month.
  5. The Palm Coast City Council will proclaim September 23- 27, 2024, as Stormwater Awareness Week. 

Minutes

The following minutes of the City Council will be presented for approval:

  1. September 3, 2024, Business Meeting, September 5, 2024, Budget Meeting, September 10, 2024, Workshop Meeting. 

Appointments

The following appointments will be made:

  1. Appoint four (4) members and one (1) alternate member to the Planning and Land Development Regulation Board (PLDRB).
  2. Appoint three (3) members to the Code Enforcement Board.
  3. Appoint two (2) members to the Affordable Housing Advisory Committee.

Ordinances First Read

The following ordinances will be read:

  1. The Palm Coast Fire Department will present an ordinance amending the Fire Prevention Code regarding burning. Following citizen concerns, the City Council reviewed options to restrict or prohibit land development pile burning at the September 10, 2024, workshop.

Resolutions

The following resolutions will be presented together for approval:

  1. Resolution approving an option and ground lease with Diamond Towers V, LLC for a 150-foot telecommunications tower at 100 Park Square, including an 18-month option term, $50,000 site fee, and increased sublease revenue, pending special exception approval. 
  2. Resolution approving piggybacking TIPS contract with CINTAS Corporation NO.2 for fire suppression systems maintenance and repairs. This agreement will encompass the services for fire suppression systems maintenance and repairs throughout Citywide Facilities for the safety of the personnel within each building.
  3. Resolution approving a master services agreement with NewGen Strategies and Solutions, LLC for a comprehensive commercial solid waste hauling analysis. The request for proposal issued on July 24, 2024, received two bids, with NewGen identified as the highest-rated
  4. Resolution approving master services agreements with four firms for construction inspection and engineering services. The City received and evaluated qualification packages from four responsive firms through a request for quote process in line with the Consultants’ Competitive Negotiation Act. Staff recommends awarding contracts to Consor Engineers, England-Thims & Miller, GAI Consultants, and RS&H for capital improvement projects.
  5. Resolution approving the purchase of materials, equipment, consulting services, and related expenses to update the City’s time and attention platform. The City must migrate from its current platform system, Kronos, before its end of life in 2025. 
  6. Resolution approving a contract with ESRI to purchase an enterprise agreement for ESRI software. The City of Palm Coast relies on ESRI for mapping and geographical data analysis, which is essential for stormwater mapping and disaster response functions. The existing contract expires in October 2024.

Applicant Interviews

The following will occur:

  1. The Palm Coast City Council will conduct 11 interviews for the City Council District Seat 4 Vacancy. The City will fill the District 4 seat by appointment on October 1, 2024, following two opportunities to discuss the applicants. The selected representative will fill the seat until November 2026.

Presentations 

The following presentations will be presented:

  1. The Financial Services Department will present the final proposed fiscal year 2024-2025 budget. Throughout 2024, the Council reviewed year-to-date budget results and revenue restrictions and proposed the Fiscal Year 2025 millage rate, with the maximum set at 4.2570 mills. After the first budget hearing on September 5, 2024, the millage rate was reduced to 4.1893.

SR 100 Corridor CRA Resolutions 

The following resolution will be presented:

  1. The Financial Services Department will present a resolution adopting the SR 100 Corridor Community Redevelopment Agency final fiscal year 2024-2025 budget. The SR 100 Corridor Community Redevelopment Agency held its first public hearing on September 5, 2024, and adopted a tentative budget of $3,581,603 for Fiscal Year 2024-2025.

Resolutions

The following resolutions will be presented for approval:

  1. The Financial Services Department will present a resolution adopting the millage rate of 4.1893 for fiscal year 2024-2025. 
  2. The Financial Services Department will present a resolution adopting the final fiscal year 2024-2025 budget totaling $421,551,721.00.
  3. The Public Works Department will present a resolution approving the fiscal year 2024-2025 Fleet replacement and purchase program and associated purchase orders for fleet vehicles and equipment as approved in the fiscal year 2025 budget. A fleet asset assessment is conducted each fiscal year to ensure operational efficiency by inspecting vehicles and equipment that have exceeded their estimated useful life. This year, 243 items were inspected, and we recommend replacing 47 and purchasing 11 new assets.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
