The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.
The agenda for the City Council Workshop Meeting on Tuesday, October 8, at 9 a.m. will be as follows:
Presentations
The following presentations will be presented:
- The Community Development Department will present an update on the University of Central Florida Small Business Development Center.
- The Palm Coast City Council will present an overview of assessments and initiatives, including updates on 2024 economic development, site and building readiness, workforce development, collaborative partnerships, recruiting efforts, and marketing strategies.
- The Financial Services Department will review the City’s debt management policy and proposed updates. Originally approved in 2013, the policy outlines guidelines for issuing and managing debt, ensuring repayment, and supporting long-term financial planning. Staff, with bond counsel Chris Roe, has reviewed the policy for council consideration.
- The Parks and Recreation Department will present future grant opportunities from the United States Tennis Association (USTA). As part of an awarded grant to the Southern Recreation Center, the USTA will outline the grant details, program services, and upcoming opportunities.
- The Community Development Department will present an ordinance amending the City of Palm Coast Ordinances, Chapter 17, to add article V, short-term vacation rentals. The ordinance includes updates on parking, background checks, and occupancy limits, aiming to balance property rights with neighborhood compatibility and ensure safety and welfare for residents.
- The Utility Department will present its Strategic Action Plan and Utility Gap Rate Study, proposing to hire Raftelis for water and wastewater strategic planning and rate analysis. This plan will help the department prioritize key opportunities, assess future trends, and ensure financial sustainability.
- The Community Development Department will present an ordinance amending the Unified Land Development Code to implement and ensure compliance with the Live Local Act. The ordinance outlines guidelines for mixed-use projects, requiring administrative approval for developments under this act.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
